Minimum Necessary

My first post so nervous to push "publish". I need your advice:
Regarding HIPAA and minimum necessary we have a split interpretation within our Privacy and Security committee regarding the following scenario:  

Tech works patient up before seeing the physician. That is the end of his/her need to access the patient medical record. After the patient leaves, the same tech accesses record to see what the diagnosis is for learning purposes. Usually the same day.
                Interpretation one: It’s a good learning opportunity for the techs on the job which their Supervisor nor the doctor would have time to provide to them otherwise.                Interpretation two: The tech does not need to treat nor diagnose the patient and therefore it is inappropriate access beyond job need and minimum necessary requirements.
